Check the turns out on the idle mixture screw. Usually 1.5 will work as a starting place. If that doesn't fix it, pull the carb again and check for plugged air bleeds in the idle passage. Most carb circuits have a(n) air bleed(s) above the jets to start breaking the fuel stream into a mist. If one of them is plugged it will not add in the required air and run rich.The hole may come down from the carburetor bore past the mixure screw and be easy to find.Use aerosol carb cleaner or lacquer thinnner with all caveats about the eyes and flames. Even a soft small wire is sometimes needed to break up the varnish or critter nest.
